Abstract
Aims: Studying flood peak discharge trends is crucial to disaster risk reduction in developing countries like Iran. This study aims to analyze the instantaneous peak discharge trend in 301 hydrometric gauge stations using Mann Kendal (MK (and Sen’s Slope estimator tests over Iran.
Material & Methods: Data on all existing hydrometric gauge stations in Iran were downloaded from Iran Water Resources Management Company. The hydrometric gauge stations with at least 20 years of data were selected, and the stations that were then affected by the dams were removed. Trend analyses of instantaneous peak discharge were conducted using MK and Sen’s slope estimator tests.
Findings: The results showed that out of 301 hydrometric stations, 259 stations have no trend, only three stations have a decreasing trend, and 39 stations have an increasing trend. This trend is more evident in southwestern Iran, where the increase in agriculture, human activity, and climate change is more evident. In the watershed of the eastern border, only one station has a decreasing trend; in the central plateau, four stations have a decreasing trend, and the rest have no trend.
Conclusion: Due to the importance of peak discharge in flood damage, this research can help managers and decision-makers in integrated watershed management. For example, in flood control projects, as well as designing the dimensions of structures such as retard dams, levees, the height of flood control walls, and bridges.

Abstract
Objective: In this study, two conserved genes (M1 and NP) of influenza virus were expressed in a bicistronic vector in order to develop a universal gene based vaccine.
Materials and Methods: Plasmids M1-pIRES2-EGFP, pIRES2-NP were constructed by cloning the PCR products of M1 and NP genes which were amplified from the A/Peurto Rico/8/34 (H1N1) influenza virus strain into the plasmid expression vector pIRES2-EGFP, respectively. For construction of M1-pIRES2-NP bicistronic plasmid, M1 gene was extracted from M1-pIRES-EGFP plasmid and sub-cloned into pIRES2-NP construct. Finally, simultaneous expression of both genes was assessed by transient transfection of bicistronic plasmid into BHK-21 cell lines and subsequent immunofluorescence staining.
Results: The results of enzymatic double digestions on the constructed plasmids and sequencing demonstrated the success of cloning processes of above mentioned genes. Correct expression of these genes was confirmed by M1-pIRES2-NP plasmid expression in BHK-21 cell lines confirmed by immunofluoresence microscopy.
Conclusion: Simultaneous expression of influenza M1 and NP genes from a bicistronic plasmid containing “IRES” sequence is achievable.

Abstract
Possible selves represent individuals' ideas of what they might become, what they would like to become and what they are afraid of becoming. This paper, using a mixed method design, probes the possible teaching selves of 108 pre-service and 41 in-service Iranian EFL teachers to explore their professional fears and hopes. Data were collected via Possible Language Teacher Self Questionnaire and semi-structured interviews. Analysis of the qualitative data using MAXQDA demonstrated the fears and hopes of the teachers in terms of professionalism, instructional strategies, classroom management and professional interpersonal relationship. Moreover, both fears and hopes were found to be rooted in personal (cognitive and affective) and social (mostly organizational) sources. Further, analysis of quantitative data via ANOVA, independent-samples T-test also revealed that the pre-service teachers and their in-service counterparts are similar in terms of their feared and ideal to selves whereas their ought self has a determining role in justifying the observable variations in their possible self. In addition, pre-service teachers' year of education was also found to be a significant factor affecting their possible selves; that is, it was shown that first-year, second-year and third-year pre-service teachers' ought self is significantly different from that of in-service teachers. Nevertheless, there was no significant difference between fourth-year-pre-service teachers and in-service teachers in terms of their ought self.

Abstract
Inefficiency and injustice of subsidy system in Iran over the years induced the government to implement targeted subsidy law since 2010. As a result, the share of poor households receiving government subsidies decreased. Utilizing the micro-data of Households’ Income and Expenditure Surveys (HIES) from 2005 to 2014 and applying seemingly unrelated regression(SUR) technique through feasible generalized least squares (FGLS) method, this study examines the effect of targeting subsidies on households’ consumption combination. The results show that the shares of necessary goods in households’ expenditure have increased. According to Engle theory, these indicate reductions in households’ welfare. In addition, the “subsidy” dummy variable has the most effect on food expenditure share among different goods groups. One reason for the welfare reduction is higher increase in relative prices compared to increase in income due to subsidy. Since, the permanent income is of the highest effect on allocation of households’ budget among different goods groups; therefore, policy makers should focus on increase in the households’ real permanent income instead of inflationary policies, which increase nominal cash subsidies.

Abstract
This study aims to measure magnitude of capital flight from Iran by employing Ndikumana and Boyce (2003) method during the period 1976-2018. In order to check the existence of long-run relationship between capital flight and its determinants, it applies the Bounds Testing Approach developed by Pesaran et al (2001) within a general-to-specific econometrics methodology. Then, it applies the Autoregressive Distributed Lags approach to estimate the short run and long run behavior of capital flight from Iran. The results show that capital flight has high records during the first years of the Islamic revolution and the eight-year war between Iraq and Iran, so that the highest capital flight (141.1 billion dollars) has been estimated for 1979-1980 fiscal year. In addition, the findings indicate that the highest and lowest capital flights have been estimated in 2011 and 1997, respectively. In recent years, capital flight has been increasing due to sharp exchange rate fluctuations. Moreover, increases in inflation and the government fiscal deficit significantly contribute to capital flight and the increase in net foreign exchange reserves reduces the capital flight.

Abstract
In this study, we have tried to identify two different approaches for dealing with social problems and issues. The first one is causal explanation, which is retrospective, static and physical. The other one, functional analysis, is prospective, dynamic, and normative. Institutions are the main subject of economics. Human social-institutional reality has a common underlying structure and these structures are matters of status functions. We proposed a method which aims at efficacy of these functions using intelligence rather than assuming these functions as intrinsic and trying to grasp the realty from without by a rationality apparatus. The aim of this article is to show that, Dewey’s Logic provides us with this alternative functionalistic approach in a comprehensive way.

Abstract
Although several studies have been carried out after the approval of the Fundamental Reform Document of Education (FRDE) in 2011, a small number of studies have reviewed the textbooks of Iranian schools in the light of this document, and unfortunately, English language textbooks have almost been ignored. Accordingly, the present study sought to answer the questions of what objectives are included in this document regarding English language teaching at schools, and to what extent the English language textbooks for Iranian Junior High Schools are based on these objectives. Therefore, the text of the document was first analyzed using directional content analysis. Then, based on the objectives extracted from the FRDE, the content of English language textbooks were reviewed. The results showed that the objectives of teaching English in accordance with this document should be (1) critical understanding and analysis of non-Iranian culture, (2) responsible interaction to introduce Iranian-Islamic culture and civilization, as well as dissemination of local findings and achievements and (3) establishing effective interaction and communication with non-Iranian parties, which is specifically explained in the form of two micro-goals (a) knowledge and mastery of local issues and (b) knowledge and awareness of global issues. Then, using deductive content analysis, English textbooks were analyzed. The results showed that these textbooks deal mainly with Iranian culture, and the balance between Iranian and "non-Iranian" culture, which is clearly defined in the document in three regional, Islamic and global forms but is not noticed. Accordingly, the findings of this study implied that it is essential that prospect series be revised to include non-Iranian cultural issues, especially those from Islamic countries and nations. In addition, there is a need to include global issues while domesticating them moderately.

Abstract
The aim of this study was to determine the extent to which academic admission criteria predict prospective teachers’ competency during teacher education program. To this end, a total of 186 prospective teachers majoring in Teaching English as a Foreign Language at Teacher Education University in Iran were selected as the convenience sample of the study. They completed two questionnaires, Prospective Teachers’ Professional Attitude and Prospective Teachers’ Professional Identity. The participants’ high school GPA, university entrance score, and university GPA were also obtained. The results of Pearson product-moment correlations indicated a significant positive correlation among academic measures of high school GPA, university entrance score, and university GPA but no significant correlation was detected between these academic measures and nonacademic measures of professional identity and professional attitude. The results of hierarchical regression analyses showed that the two admission criteria had just predictive validity for university academic achievement; however they could not predict prospective teachers’ professional attitude or their professional identity. Based on the findings of this study, it would be concluded that the academic measures used for admitting candidates into the program have low predictive validity for predicting non-academic attributes of teacher competenc
